Bank Fax in 2026: Quebec, Europe, KYC Files

The compliance, estate and stop-payment departments of Canadian and European banks are still publishing fax numbers in 2026. A country-by-country survey of the documents that go by fax, the dialling codes to use, and the digital channels taking over.

Short answer: in 2026, banks and insurers have not kept the fax for routine operations — a transfer, a balance enquiry or a change of address go through the app or the portal everywhere. The fax machine has survived in four very specific departments: compliance (KYC/AML), estates and dormant accounts, stop-payment requests and fraud, and garnishments, mandates and powers of attorney submitted by third parties (notaries, lawyers, estate liquidators, public curators). In Quebec and English Canada, almost every major institution still publishes a fax number for those queues, and several official forms list "by fax" as a return method. In Europe, the logic is the opposite: Italy has shifted to PEC, Spain to the registro electrónico and the entities' own portals, Portugal to autenticação.gov and customer areas, Germany keeps a few fax machines in its Rechtsabteilungen and among brokers, and Belgium points users to eBox and secure portals. From Europe to Canada, you dial 00 1 followed by the ten digits (514, 438, 450, 418, 819 in Quebec, 416, 647, 613, 905 in Ontario, 604 in British Columbia); for Germany 00 49, Spain 00 34, Italy 00 39, Portugal 00 351, Belgium 00 32.

About MondialFax. This article is an informational guide, with no connection to any bank, insurer, broker or financial regulator. MondialFax sends faxes free of charge and without registration to seven destinations (France, Belgium, Germany, Spain, Italy, Portugal, Canada) from a browser, with a daily sending limit. It does not assign a number and does not handle incoming faxes. See the supported countries page and the dialling code directory.

Why finance has kept a fax machine in its blind spots

Banks are among the most digitised organisations in the world. If they keep faxes, it is not out of inertia but for three structural reasons.

A portal assumes an account. Yet the four queues listed above involve precisely the people who have no access: an heir who was never a customer, a notary acting for an estate, a public curator, an appointed lawyer, a spouse whose joint account has been frozen. Granting access to these third parties requires an identity check that the bank cannot perform remotely for a non-customer. A fax, on the other hand, accepts a signed document sent from anywhere.

The file is heterogeneous. A cross-border estate file means a foreign death certificate, a notarial deed, sometimes a translation, a declaration of transmission, identity documents. Portals often impose a format, a number of files and a maximum size; a fax only imposes a page count.

The chain includes non-banking players. Insurance brokers, notarial offices, bankruptcy trustees, debt collection companies and bailiffs' practices still work largely on paper in several countries. When one link in the chain faxes, the whole flow stays fax-compatible.

To that, add a point compliance teams keep repeating: a fax leaves a time-stamped transmission record on the sender's side, and it lands in a dedicated, monitored queue, separate from the generic inbox. It is not proof of reading — that nuance is developed in our article on the fax transmission report — but it is a usable record in a dispute over a deadline.

Canada and Quebec: the compliance and estate queue

Canada is where the phenomenon is most visible, and our feature on why Canada still faxes details the structural causes for healthcare and insurance. On the banking side, four use cases come up again and again.

Estates and accounts of deceased persons. The large Canadian institutions run estate processing centres ("Estate Services", "Services de succession") whose forms mention a possible return by fax. Typical documents: a copy of the death certificate or the act of death issued by the Directeur de l'état civil in Quebec, letters of verification or declaration of heirship, a notarial will or a will search from the Chambre des notaires du Québec, and a release form signed by the liquidators.

Powers of attorney and mandates. In Quebec, the homologated protection mandate, curatorship or tutorship, and bank powers of attorney signed before a witness: these documents often arrive from the notary's office, which faxes them.

Stop-payment requests and fraud reports. Many institutions require a signed written statement within a short window after a report is made by phone. Fax is accepted as a return channel because it is immediate and does not require logging in.

Insurance and group insurance. Life, disability or medical expense claims, authorisation forms for the release of medical information, employer attestations: Canadian insurers and group plan administrators maintain fax numbers for these documents, often because a doctor or an employer is in the loop.

In practice, from Europe, a fax to a Montreal processing centre is dialled 00 1 514 …, to Toronto 00 1 416 … or 00 1 647 …, to Vancouver 00 1 604 …. Watch out for toll-free numbers in 1 800, 1 855, 1 866, 1 877, 1 888: they are generally unreachable from abroad. When a bank only advertises a toll-free number, you need to ask for the equivalent geographic number — a question that comes up in nearly every transatlantic file, as we explain in faxing from Europe to a Canadian company.

One last Canadian point: the time difference. A Montreal processing centre works six hours behind Paris, Vancouver nine. A fax sent from France at 9 a.m. arrives at 3 a.m. Eastern time; it will be read during the local morning. For deadline-driven queues (stop-payment requests, the 30 days of a claim), it is better to think in the recipient's local time, as detailed in our guide to faxing across time zones.

Europe: five countries, five trajectories

Germany

German banks have removed the fax from retail customer service, but the Rechtsabteilungen (legal departments), the Nachlass (estate) desks and independent insurance brokers (Versicherungsmakler) still keep one. The documents involved: Erbschein (certificate of inheritance), Vollmacht (power of attorney), Testamentsvollstreckerzeugnis, as well as the documents exchanged with lawyers. For exchanges strictly between legal professionals, the official channel is beA (besonderes elektronisches Anwaltspostfach): if you are not a registered lawyer, it is closed to you, and the fax often remains the only door. Our feature on fax in Germany 2026 details this split.

Italy

Italy is the country where the banking fax has retreated the furthest, for a legal reason: PEC (posta elettronica certificata) carries the same value as registered mail with acknowledgement of receipt. Every bank, insurer and intermediario publishes its PEC address in the INI-PEC register. A private individual living abroad, however, usually has no PEC, and that is where the fax still hangs on a little: a few filiali and insurance agenzie accept it for a signature or an isolated document. The full comparison is in fax in Italy 2026.

Spain

Spanish entities direct customers to their banca electrónica and, for complaints, to the Servicio de Atención al Cliente and then the Banco de España by electronic or postal means. The public administrations' registro electrónico has replaced the fax in virtually all public flows. A few fax machines remain at provincial gestorías and corredurías de seguros. See fax in Spain 2026.

Portugal

Portuguese banks handle estates and procurações in branch or through the customer area, with authentication via autenticação.gov and the Chave Móvel Digital. The fax survives mainly among intermediaries and in a few head-office departments. Details in fax in Portugal in 2026.

Belgium

Belgium has industrialised the digital channel with eBox and MyMinfin, used for the tax flows tied to estates. Banks handle estate files through a dedicated desk and require the certificate or deed of inheritance. Brokers sometimes keep a fax. See fax in Belgium 2026.

Preparing a faxable financial file without getting it rejected

A bank fax is rejected for three reasons, almost always the same ones.

An illegible document. Financial paperwork contains amounts, account numbers (IBAN, Canadian transit number) and dates. A page scanned in photo mode, with halftone screening, becomes unusable. Scan in black and white, 300 dpi minimum, with no grey background. A document scanner with an automatic feeder makes all the difference on a forty-page file, and a simple flatbed scanning stand is enough for a passport or a card. Our guide to illegible faxes covers the settings.

No file identification. A cover sheet without a file number, without a partial account number, without the name of the deceased or the account holder condemns the document to the "cannot be matched" pile. State: the recipient (the exact department, not "the bank"), the sender with a phone number and an email address, the file reference, the total page count, and a one-line subject. The site's cover sheet template covers these items.

Missing or uncertified documents. Many institutions require a certified true copy of the death certificate or the identity document. A certified copy stays legible by fax as long as the stamp is not too faint; otherwise, the file comes straight back. For signatures, a medium-point black ink pen comes through far better than pale blue ink or a fine felt tip, which disappears on scanning.

Two further precautions apply on the confidentiality side. First, never fax a full account number together with a complete identity document unless the department explicitly asks for it: mask whatever is not needed. Second, on the receiving end, a fax landing in a shared tray in an open-plan office is a leak waiting to happen; a cross-cut shredder for drafts and a lockable suspension-file cabinet solve 90% of the physical problem. The applicable framework is summarised on our fax and GDPR page and in fax confidentiality.

What will change over the next twelve months

Three underlying shifts are mechanically shrinking the scope of the financial fax.

The switch-off of copper outside France. In Germany, Spain, Portugal and Belgium, analogue lines are disappearing in favour of IP; in Canada, operators are gradually scaling back their copper infrastructure. A fax machine plugged into a router no longer has an analogue line behind it, which explains a good share of the failures described in fax over VoIP and T.38. The country-by-country timetable is in the end of copper outside France.

The spread of digital identity. eIDAS 2 and the European identity wallet, Portugal's Chave Móvel Digital, Belgium's itsme, Spain's Cl@ve and Italy's SPID/CIE finally allow a non-customer to identify themselves to an institution. That is precisely the bottleneck that kept the fax alive.

Regulatory pressure on traceability. Regulators are demanding complete audit trails. A paper fax landing in a tray produces none; a fax received as an indexed PDF does — hence the shift towards the workflows described in handling incoming faxes.

In both directions, the practical rule for 2026 remains the same: a fax completes a file, it does not open one. You open the file by phone or through the portal, you obtain a reference, and then you send the documents through the channel the department specifies — fax included, if that is what it specifies.

Frequently asked questions

Can a bank refuse a document received by fax?

Yes. No regulation in Canada or in the European Union requires anyone to accept fax as a submission channel. All that matters is the institution's own policy, published in its forms. If it lists a fax number on the form itself, that is a valid channel; if it does not, treat it as closed.

Does a fax count as registered mail for meeting a deadline?

No, not automatically. In Italy, it is PEC that carries that value; in Belgium, eBox for public flows. Elsewhere, the fax transmission report is prima facie evidence of sending, not proof of receipt. Our page on the legal value of fax by country and the article fax as evidence set out the limits.

Can I fax a Canadian toll-free bank number from Europe?

Generally no: the 1 800, 1 855, 1 866, 1 877 and 1 888 ranges are reserved for calls originating in North America. Ask for the department's ten-digit geographic number.

How many pages will a compliance department accept?

In practice, banking queues swallow twenty to thirty pages without difficulty. Beyond that, the risk of cut-off and rejection rises, and many departments will then ask for postal mail or a portal upload. Split the file into numbered batches ("1/3", "2/3") with the same file reference on every cover sheet.

Do I need to buy a fax machine for these procedures?

Rarely. If you send a few files a year, an online service running from a browser is enough, and our comparison of free fax software in 2026 is a reminder that installed software still requires a modem and a line. If you need to receive regularly, what you need is a fax-to-email solution, not a device: see receiving a fax.

Key takeaways

  • The financial fax survives in four queues: compliance, estates, stop-payment requests/fraud, third-party mandates — not in everyday customer service.
  • Canada and Quebec form the most active zone: estate forms, insurance claims and fraud reports still mention the fax machine.
  • In Europe, the trajectory is clear: PEC in Italy, registro electrónico in Spain, autenticação.gov in Portugal, eBox in Belgium, beA for German lawyers.
  • From Europe to Canada: 00 1 + ten digits, and avoid toll-free numbers, which are unreachable from abroad.
  • A successful fax means a cover sheet with the file reference, a 300 dpi black-and-white scan, and a send time aligned with the recipient's local hours.
  • A fax completes a file that is already open; it never opens one.
