No. MondialFax asks for no registration, no password and no payment method. Only your name and an email address are required: the email is used to send you the acknowledgment of your request and the tracking link.
From the MondialFax home page: upload your document as a PDF, choose the country, enter the recipient's fax number, then confirm the send. You need no fax machine, no phone line and no software: a web browser is enough.
